dc.description.abstract | District Central Co-operative Banks (DCCBs) play a pivotal role in providing credit to agriculture and allied sectors and act as balancing centre for rural finance. The DCCBs have influenced development of farmers in the Konkan region by changing cropping pattern, increasing production, creating employment opportunities, increasing income and adoption of new technology. The major source of credit in the region is co-operative banks. A scientific study with major objectives of districtwise and periodwise performance, effectiveness of operation, growth of co-operative credit, inequality in disbursement of loan and factors affecting the same was undertaken in Konkan region of Maharashtra.This region comprises Thane, Raigad, Ratnagiri and Sindhudurg districts having one DCCB of each district. All these DCCBs were selected for the study. The study was based on secondary data collected from annual reports of central banks and NAFSCOB reports for the period of past 20 years i.e. from 1990-91 to 2009-10. Physical and financial indicators of co-operative banks were computed to judge the performance of these banks. Functional and tabular analysis was done to analyze the data to achieve the specific objectives of the study. These banks were in operation for the last 39 years. Population per branch was found declining over time except Thane DCCB. It may be because of high population growth in Thane District. The performance of DCCBs in terms of network coverage was satisfactory as the number of offices and membership had increased substantially. Significant increase in the total share capital, reserve fund, owned funds, deposits, investment and working capital indicated the financial soundness of DCCBs in Konkan region. Growth of borrowings after banking reform period was found declining which indicated self-reliance. Thane DCCBs secured top position in the region for contributing more share in the selected performance indicators. The better performance of DCCBs in Konkan region in first decade period i.e. 1990-91 to 1999-00 was noticed for various indicators viz.; number of branches, membership, share capital, reserve funds, owned funds, total deposits, working capital, investment, loan and advances, loan collection, cost of management etc. Satisfactory performance in second period i.e. 2000-01 to 2009-10 was observed in loan outstanding, reduction in overdues and profit levels. The magnitude of average performance index achieved by the Thane and Raigad DCCBs was 4.23 and 2.37, respectively. No credit gap was found in Kharif paddy crop while credit gap was observed in rabi crops, vegetables and fruit crops. For some crops excess finance was also given. The analysis of coefficient of variation showed that, there was intradistrict inequality in short term and medium term credit flow in all DCCBs of the region. “Gini ratio” and “Lorenz curve” for short term and medium term credit flow showed intradistrict inequality from base year (1990-91) to terminal year (2009-10). Intradistrict inequality occurred more in medium term loans compared to short-term loans. The most important factors responsible for inequality in disbursement were total deposits, loan recovery and net cultivated area. The Raigad DCCB had higher credit deposit ratio in the base year while Ratnagiri DCCB in the terminal year of the study. The study revealed that DCCBs in Konkan region have no problem of funds. Agricultural loans were disbursed to farmers through PACS and “Kisan Credit Cards”. Banks were facing the problem of loan recoveries. The study clearly indicated that the performance appraisal provided a better format for related eligibility criteria to assess the working of banks in Konkan region of Maharashtra. | en_US |
