The district level ATMA would be primarily responsible for all the district level technology dissemination activities and foresees a paradigm shift in planning and implementation from top to bottom up approach. It would have ties with all the line offices, research organizations, non-governmental organizations (NGOs), and agricultural development- affiliated agencies in the district. Collectivization can be achieved by mobilizing farmers into groups called Farmers Interest Groups (FIGs).
