Abstract
CHF organised workshop “Agrarian Crisis and Socio-Economic
Issues among Rural Tribal Youth in
North-East Hill Region of India”
While inaugurating the workshop Hon’ble Chancellor,
Dr. S. Ayyappan said that the present education system
has awarded only degrees to young student with no
skill. Still, he said that he was happy to see such dramatic
change in CHF Pasighat in the past five years
since his earlier visit. He said that we should change
the future of migration of which unemployment is the
largest factor. The national unemployment rate for
youth is 35% whereas it is 43% for the NE. He opined
that migration is a socio-economic malady in the country
(as well as the world over) that the present educationists
and scientists should address and that we
should never forget our roots. Migration causes an exodus
of the young where only 5% return to their villages
in the nation. He addressed the gathering that we
should work tirelessly to solve this problem.
Description
Prof. M. Premjit Singh, Hon’ble Vice Chancellor,
CAU, Imphal shared his experience of 32 years in
CAU in various capacities and said that the Green Revolution
could not reach the NE region; he stressed that
the next green revolution should start from the NE region.
He indicated that in the last many years since independence,
our population has increased four-fold
and agricultural production, five-fold. The Honb’le VC
highlighted the various issues of the NE farmers that
the scientists should address, namely assured irrigation,
climate resilient crops, increased farm mechanization,
promotion of integrated farming practice, etc. He
expressed his unhappiness that educated youths are
mostly not ready to go back to their villages and work
for local development due to the lure of cities in other
states.

Welcoming all the guests and participants, Dr. A. K.
Pandey, Dean, College of Horticulture and Forestry
addressed the changing scenario in agriculture and
technology in the last 50 years. He expressed utter pain
to see young people leaving agriculture for technical
and other higher paid professions. He opined that the
need of the hour is to work towards a sustainable agriculture
to address the farmers’ socio-economic requirements.
College of Horticulture and Forestry (CHF), Central
Agricultural University, Pasighat organised a two day
workshop on “Agrarian Crisis and Socio-Economic
Issues among Rural Tribal Youth in North East hill
region of India” under the sponsorship of Indian Council
of Social Science Research and NABARD, Itanagar
on May 14-15, 2018. The Hon’ble Chancellor, Dr. S.
Ayyappan and the Vice-Chancellor, Dr. M. Premjit
Singh were the Chief Guest and the Guest of Honour
respectively. Altogether 73 participants that include
agricultural scientists from various institutes in the
North East, particularly Arunachal Pradesh, and the
young scholars from CHF attended the inaugural function.
