Abstract
An attempt has been made in this study to examine impact of Pradhan Mantri Fasal Bima Yojana (PMFBY) in Raipur district of Chhattisgarh state. The present study was conducted in Raipur district of Chhattisgarh. 120 farmers were selected randomly from four villages and 30 farmers from each village. equal sample size of both crop insurance beneficiaries and non crop insurance beneficiaries were selected randomly representing marginal, small, medium and large farmers. Paddy crop was selected for the study purpose. The primary data is collected from the farmers through personal interview method with the help of well prepared questionnaire. PMFBY which has been implemented from kharif 2016. The results of the investigation showed that the education status of participatory family head and members in crop insurance scheme was observed higher than the status of non-crop insured farmers. The size of family of crop insured farms was found relatively smaller than non-crop insured farmers. Size of the farm, area was found higher on crop insured farmers than the non-crop insured farmers, profit from selected crops was found more on crop insured farms than non-crop insured farms. On an average per hectare cost of cultivation of crop insured farmer was found to be Rs. 56119.82 and Rs. 53129 in case of non crop insured farmer. The input use in case of PMFBY beneficiary farmers was more compared to non crop insured farmers. In both the groups of households, the average farm income was found to be Rs.64242.68 and Rs.63076 per hectare on crop insured and non-crop insured farmers, respectively. Based on the higher level of income from crop production of the crop insured farmers compared to non-crop insured farmers, it can be said that the crop insurance scheme would have resulted into higher contribution of crop production activities leading of higher agricultural income of crop insured farmers. The progress of PMFBY in Raipur district was found good. The Number of insured farmers has increased in kharif 2018 compared to kharif 2016 data shows that the number of farmers insured has reached a little over 73 thousand during in kharif 2018; during kharif 2016 this number was about 70 thousand . In other words, PMFBY has led to about a 5.42 per cent increase in the number of farmers insured. The total area insured in Raipur district has 91432.72 ha in kharif 2016 While in kharif 2018 was about 88385.10 ha. Area insured has decreased by 3.3 per cent in kharif 2018 compared to kharif 2016. The sum insured in kharif 2016-17 is 290.09 crore rupees while in the year kharif 2018-19 it was 371.74 crore rupees which is increased by 28 percent. The total number of claims passed of farmers in kharif 2016 was 821 while on kharif 2018 it was 11823 increased by 1340 per cent. However, The claim passed amount in kharif 2016 was 0.63 crore rupees while on kharif 2018 was 12.88 crore rupees. here PMFBY has lead significantly to about a 1944 per cent change in the claim passed amount. Majority of crop insured farmers were found to be satisfied with PMFBY scheme about 70 percent said that the scheme acts as a safeguard in production losses. However 88.33 percent said that about insufficient compensation. Most of the farmers in the village have very less knowledge about PMFBY scheme. Suitable arrangement should be made to provide them guidance from time to time. The main point comes out for crop insured farmer was such that the input investment and average production of farmer was comparatively higher. Thus the entire above conclusion showed that the farmers adopted the crop insurance scheme gained higher yield and return than non-crop insured farmers. By the virtue of which we can say that PMFBY shows positive results for the farmers. .
