    A STUDY ON TRAINING INTERVENTION OF EXTENSION EDUCATION INSTITUTE ON THE CAPACITY BUILDING OF FUNCTIONARIES OF DEVELOPMENT DEPARTMENTS

    The present investigation was conducted to assess the level of knowledge of trained extension functionaries, find out the acquired skills, utilization of learned knowledge and skills at back home situation, measure the attitude of trained extension functionaries of development departments towards EEI training programmes and to elicit the opinion of superiors and subordinates about the job performance of the trained extension functionaries and to obtain the suggestions of the trainees for improving the effectiveness of the training programmes. Ex-post facto research design was used for the purpose of study. The study involves respondents from five clientele states of EEI viz., Andhra Pradesh, Tamilnadu, Karnataka, Kerala and Orissa besides the superiors and subordinates of trained extension functionaries from only Andhra Pradesh state. A total of 237 trained extension functionaries who had attended training programmes viz., up gradation of communication skills, production and use of AV aids, personality development, human resource development and participatory training methods during the years 2001-02, 2002-03 and 2003-04 and 115 superiors and 105 subordinates of trained extension functionaries of Andhra Pradesh were purposively selected for the study. Out of which 156 trained extension functionaries have responded and data on the opinion of 63 superiors and 63 subordinates was collected and analyzed by using standard statistical tools.Majority of the respondents in all the states are in medium category of gain in knowledge followed by high and low categories, whereas in some states in certain training programmes medium category followed by low category of gain in knowledge was observed. There was marginal difference of gain in knowledge in different knowledge items of the same training programme. Among all the five training programmes, personality development was benefited to the maximum extent to the trainees by way of getting more knowledge (34.77) when compared to all the training programmes and it was due to the opportunity of using the concepts of personality development in many occasions of their work situation. Majority of the respondents had utilized the learned knowledge satisfactory at back home situation and they were categorized in to three categories i.e., low, medium and high groups. Majority of them are in medium category of knowledge utilization in almost all the training programmes followed by high and low categories. In some training programmes they were distributed equally in low and high categories after medium category. Training programme wise, as well as course content wise knowledge utilization was also assessed as in case of knowledge gain and found that based on the area of job and place of job, the respondents of all five states have utilized knowledge gained on some knowledge items and low utilization in certain areas. Knowledge gained on use of chalk board, flash cards, flannel board, charts, models and specimens was utilized to the maximum extent (4.25) by the respondents of Tamilnadu who have attended up gradation of communication skills training, whereas knowledge gained on lesson planning was not utilized properly (2.00) by the trainees of Karnataka state. Training programme on Audio visual aids had created much impact (4.43) through utilization of gained knowledge on importance of visual aids in transfer of technology by the respondents of Tamilnadu state. Knowledge on motivational techniques (4.00), stress management and positive thinking (4.40) and self confidence and leadership styles and team building (4.40), effective communication techniques (4.20) was utilized greatly by the respondents of Tamilnadu who have attended training programme on personality development. Overall utilization of gained knowledge was more (28.70) by the trainees of Tamilnadu state followed by Orissa (28.60), Andhra Pradesh (25.38), Karnataka (22.72) and Kerala (21.75) which was comparatively less among all the five states. Among the training programmes the utilization of learned knowledge was more (28.50) by the Karnataka respondents of up gradation of communication skills training programme. Maximum (33.07) utilization of knowledge was noticed in case of personality development. Tamilnadu respondents who have attended training programme on up gradation of communication skills have acquired skills in preparation and presentation of flash cards, flannel graphs, models, specimens to a greater extent (4.00) followed by preparation of skill outline (3.75) and lowest utilization in case of computer related aspects. Skills acquired through training programme on personality development was more by the trainees of Tamilnadu state. Among all the states, Orissa ranked first (25.05) followed by Tamilnadu (24.98), Andhra Pradesh (23.51), Kerala (22.67) and least (22.34) skills acquired by the trainees of Karnataka state. Out of all the training programmes in general, the participants were able to acquire more skills to personality development training programme. Tamilnadu state respondents have utilized the acquired skills to the maximum extent (24.15) followed by Orissa (21.93), Kerala (20.98) and minimum utilization was observed in case of respondents of Karnataka state (19.61). Among all the training programmes, the skills acquired through personality development training programme was utilized to a greater extent (29.17) followed by upgradation of communication skills (19.74), production and use of AV aids (19.69), human resource development (19.63) and least by participatory training methods (19.31). Proportionate utilization between skills acquired and utilized was more by the respondents of Tamilnadu (96.67%) and ranked first followed by Andhra Pradesh (92.98%), Kerala (92.54%), Karnataka (87.77%) and lowest utilization among all the states by the respondents of Orissa (87.54%). Even though there is little bit variation of application of skills at back home situation, almost all the state respondents have utilized the acquired skills to a greater extent and the gap in utilization between highest and lowest is only 13.00%. Knowledge gained and utilized was studied and observed that there was a gap of 5.71 per cent in case of up gradation of communication skills and a maximum gap of 15.12 per cent in case of personality development was noticed. Among all the five training programmes, the skills acquired was utilized well in back home situation and the gap in utilization was only 10.22 per cent by the trainees of up gradation of communication skills and it was 17.60 per cent by the trainees who have attended training programme on personality development. However, this gap varied from state to state. Among all the states, the attitude of trained extension functionaries towards EEI training programmes, they have moderately favourable attitude (67.95%) followed by high (16.67%) and low (15.38%). Same type of trend was noticed when the attitude was measured separately for different state respondents. Majority of the superiors were in moderate (improved to some extent) category (58.73%) followed by improved to greater extent category (31.74%) and not improved category (9.53%), whereas in case of subordinates improved to some extent was 57.14 per cent, improved to greater extent was 30.16 per cent and not improved was 12.70 per cent. Similar type of trend was observed for all the training programmes. The trained extension functionaries have given some suggestions for improvement of effectiveness of training programme to the departments as well as EEI. The suggestions given to EEI, inclusion of more field visits (20.57%) followed by inclusion of more computer aided practicals (17.30%) and the suggestions given by them providing opportunity to share the experiences of trainees through participatory methods is having less importance (3.20%) that contributes for improving the effectiveness of training programmes. Among the suggestions given to the department nominating officers whose services can be optimally utilized at back home situation ranked first (16.66%) followed by identification of interested persons for the training ranked second (15.38%) and every officer should be given training on HRD once in a year (3.20%) is having least importance among the suggestions given by trained extension functionaries.
